政策播客不说 "Option one is…",它说 "The alternative, of course, is to do nothing"——选项被藏在修辞里,标准被说成 "what matters here is speed"。 | 论据整体,主张及其支撑 | make the case for; the case against | She makes the case for a phased ban rather than an immediate one. | 框定方式,问题的表述角度 | the framing of the issue; shift the framing | The framing matters: as a health issue, the policy attracts wider support. | 媒体 | | weigh | /weɪ/(≈韦) | v. | 权衡,比较轻重 | weigh X against Y; weigh the costs | The committee weighed delivery speed against legal risk. | 排定优先次序 | prioritise among; prioritise X over Y | Faced with a fixed budget, the agency prioritised inspection over publicity. | 保留条件,附带的限制 | with the caveat that; one important caveat | She backs the levy, with the caveat that rebates must be automatic. | 学术 | | evidence base | /ˈevɪdəns beɪs/ | n. | 证据基础,可援引的研究总量 | a thin evidence base; build the evidence base | The evidence base is thin: two pilots, both funded by the provider. | 主打信息,最想让人记住的一句 | the headline recommendation; headline figure | The headline recommendation is to cap, not to ban. | 反驳,提出相反论点 | counter that; counter the claim | She counters that a cap would simply move the activity offshore. | 承认(对方某点成立) | concede that; concede the point | He concedes that enforcement has been weak, but denies the policy failed. | 负担;举证责任 | place a burden on; the burden of proof | The burden of proof should sit with the regulator, not the tenant. The recommendation is to X, and the reason is simple. 2. ** my reading is…、I'd put the odds at about one in three、on the evidence I have,这些比 it may possibly be the case that 更自然,也更显专业。 3. ** about four in ten landlords、roughly £2bn a year、just under a third。 ** Three options. I'll take them in turn. 5. **转述他人立场要用 the author's case is that…,转述完必须接一句自己的判断。 **书面与口头的同一句话** | 书面(memo 句) | 口头(briefing 句) | 为什么改 | | --- | --- | --- | | This memo recommends a phased cap, on the grounds that immediate prohibition would displace activity offshore. | The recommendation is a phased cap. The reason is simple: a ban just moves the activity offshore. | 拆成两句,理由独立成句,重音落在 offshore | | The evidence base is limited to two provider-funded pilots. | The evidence is thin—two pilots, both paid for by the industry. | 用破折号替代从句,thin 比 limited 更有判断 | | Notwithstanding these caveats, the balance of evidence favours option two. | All that said, I'd still go with option two. | 口语用"让—转"两步,不用 notwithstanding | | Uptake is projected at 45 per cent. | We're looking at about four in ten, maybe a bit more. | 取整加锚点,给区间而非点值 | **强弱对比** | 弱 | 强 | 差别 | | --- | --- | --- | | There are several options to consider. | Three options. I'll take them in turn. | 前者是铺垫,后者直接给数量与路线 | | I think maybe it could work. | My reading is that it works if enforcement is funded. | 后者给条件,前者只给态度 | | The speaker recommends a cap because it is better. | She recommends a cap because it is reversible; a ban is not. 2. **firstly/secondly 用到第四次。 The first is…/The other one is…/And then there's…。 3. ## 四、句型与范例 | 句式 | 功能 | 中文 | | --- | --- | --- | | The recommendation is to X, and the reason is simple. | 十五秒内交付结论 | 建议是 X,理由很简单 | | Let me put the problem in one sentence. I'll take them in turn. | 给数量与路线,听众有预期 | 三个选项,我依次说 | | The difference is not how much, but who pays. | 一句话点明互斥维度 | 差别不在多少,而在谁付钱 | | On the evidence, I'd put the odds at about… | | The cost lands on X, who cannot pass it on. | 把代价落到具体群体 | 成本落在 X 身上,他无法转嫁 | | The caveat is that… | | If that holds, then the case for Y collapses. | 条件失效即结论失效 | 若这一点成立,Y 的理由就垮了 | | She concedes X, but her case rests on Y. | 转述立场并指出承重点 | 她承认 X,但其论据依赖 Three options were on the table: a ban, a cap, and a licensing scheme. She ruled out the ban because it displaces activity offshore and cannot be undone quickly; she set aside licensing because the register would take three years to build. That leaves the cap, which can be tightened or lifted within a year. Her standard, in effect, is a trade-off between speed and reach: a cap acts fast but covers only the large operators, roughly four in ten listings. The caveat is enforcement: she concedes that the current team inspects fewer than 5 per cent of complaints, so the cap depends on funding she does not identify. My reading is that the cap is the right instrument and the wrong timetable—without inspection capacity, it becomes a press release. 介词:weigh delivery speed ______ legal risk;a caveat ______ the timetable。 2. 5. 选词(case / framing):The ______ matters: as a health issue, the policy attracts wider support. 6. 改写:He says the policy failed. 7. 语域:Yep, that's a big burden for renters. 结论先行:把 "After reviewing the options, and taking into account the fiscal position, we have concluded that option two is preferable." Notwithstanding the limited evidence base, the balance of considerations favours a phased approach. 4. The cap may face a legal challenge. ## 六、参考答案 **A** 1. against;on。 She concedes that enforcement is weak. / The ministry admitted that the figures were wrong. 3. The evidence base is thin: two pilots, both funded by the provider. 4. priority;untenable。 5. framing。 6. She counters that the policy did not fail; the enforcement did. 7. That places a substantial burden on renters, who cannot absorb it. **B** 1. The recommendation is option two. The reason is simple: it is the only one we can fund this year. 2. The evidence is thin. All that said, I'd still go with a phased approach. 3. We're looking at about four in ten, maybe a little more. 4. On the evidence, I'd put the odds of a legal challenge at about one in three. 5. Her case rests on speed of delivery, and that is exactly what the register cannot deliver in three years.
