| 可以说,按理说 | arguably the most + adj. | 表面上,据称 | ostensibly to do sth. | 站得住脚的 | a tenable position; no longer tenable | 学术 | | caveat | /ˈkæviæt/(≈凯维艾特) | n. | 保留条件,附注 | with the caveat that; add a caveat | 学术/商务 | | purportedly | /pəˈpɔːtɪdli/(≈珀保提德利) | adv. | 据称(含怀疑) | a purportedly independent review | 媒体 | | unqualified | /ˌʌnˈkwɒlɪfaɪd/(≈阿恩克沃利法德) | adj. | 无保留的,完全的 | unqualified support / success | 学术/商务 | | stop short of | /stɒp ʃɔːt əv/ | phr. | 差一点没做到 | stop short of calling for sth. | 媒体 | | little short of | /ˈlɪtl ʃɔːt əv/ | phr. | 几乎是,不亚于 | little short of a disaster | 媒体 | | the jury is still out | /ðə ˈdʒʊəri ɪz stɪl ˈaʊt/ | phr. | 尚无定论 | the jury is still out on whether… | 通用/媒体 | | # | 英文例句 | 中文 | | --- | --- | --- | | 1 | Arguably the most consequential decision of the decade, the levy was announced with almost no consultation. | | 2 | The scheme was ostensibly designed to protect savers, yet its costs fell on the same group. | | 3 | The report states emphatically that no evidence of collusion was found. | | 4 | Once the assumptions are spelled out, the efficiency case is no longer tenable. | | 5 | The authors endorse the target, with the caveat that delivery depends on grid investment. | | 6 | A purportedly independent review was commissioned and paid for by the ministry it examined. | | 7 | The findings do not amount to unqualified support for the policy. | | 8 | The board stopped short of withdrawing the offer, but the language left little room for doubt. | | 9 | Cutting the fund by two-thirds is little short of an admission that the programme has failed. | | 10 | The jury is still out on whether the tax base will hold. | > **语域提示**:前七个是书面通用件,商务邮件里也能用;little short of 与 stop short of 是媒体评论的标志性结构,写进学术论文会显得像社论;the jury is still out 偏口语,正式报告里换成 remains an open question。 **情态类**(may / might / could / would):直接削弱命题真假,是英语最基础的 hedge。may 比 might 略强,could 常带"理论上可行"的意味。 2. 3. **量化与频率类**(in most cases / tends to / largely / in some respects):不削弱真假,只削弱覆盖范围。 4. **归属类**(critics argue / it is widely believed / the ministry is said to):作者不背书,只报告别人说过。 5. **booster 三类**:强化副词(clearly / undoubtedly / emphatically)、评价形容词(remarkable / inevitable / indefensible)、修辞强化(little short of / nothing less than / by any measure)。 6. **强弱对比** | 强(5 档) | 中(3 档) | 弱(2 档) | | --- | --- | --- | | The policy has failed. | The policy has, in most respects, underperformed. | It may be that the policy has not yet had time to work. | | Undoubtedly the tax will cut consumption. | The evidence suggests the tax is curbing consumption. | One could argue that the tax is curbing consumption. | | Nothing short of a public inquiry will restore trust. | A public inquiry is likely to be necessary. | There is a case for considering a public inquiry. | 仍是全句,但语气更轻 | 像是插入的旁白,作者仍站在命题上 | | 紧贴成分 | The levy has failed, in most respects. | 只限范围 | 真假不动,只承认有例外 | | 句末追加 | The levy has failed, or so it seems. | 追加一层不确定 | 像话说到一半补一句,最弱也最口语 | **常见误用** - **双重同类 hedge**:`It may possibly be the case that…`。 - **hedge 当免责声明**:`Mistakes may have been made.` 这是被动加情态的经典组合,功能是躲责任,不是求准确。 - **booster 压在弱证据上**:`Undoubtedly, one case shows…`。 ## 四、句型与范例 | # | 句式 | 功能 | | --- | --- | --- | | 1 | Arguably, X matters more than Y. | 高档位但留一丝余地,适合开篇定调 | | 2 | The evidence, such as it is, points one way. | such as it is 是带刺的 hedge,暗示证据不足 | | 3 | It would be premature to conclude that X. | 反对过早结论,比 X is wrong 更稳 | | 4 | There is a case for X, though not a strong one. | 半让步,先接住再压低 | | 5 | X is presented as Y; in practice it is Z. | 拆穿式对比,ostensibly 的完整展开 | | 6 | To call X a success would be to understate Y. | 修辞升格,比 X is not a success 更有力 | | 7 | Nothing in the record supports the claim that X. | 强否定但不失礼,靠 nothing 承担全部强度 | | 8 | The claim survives only if one accepts that X. | 条件式削弱,把举证责任推回对方 | | 9 | On the available evidence, X remains an open question. | 中性收束,适合结尾留白 | | 10 | That is not to say X; it is to say Y. | 先挡再立,防止被读成极端立场 | **示范段(示范如何把三处装置压进一段)** > The levy is presented as a public-health measure; in practice it is a revenue instrument with a health rationale attached. That is not to say the rationale is invented — the evidence, such as it is, points one way. But to call the policy evidence-led would be to understate how much of the design was settled before the consultation closed. 1. The reform has, in most respects, delivered what it promised. 2. There can be little doubt that the scheme will cost more than advertised. 3. It would be rash to infer from one quarter's figures that the trend has reversed. 4. The minister's advisers are said to have warned against the move. 5. Nothing short of a full inquiry will restore confidence. 6. Higher fees may well deter some applicants, though the effect is likely to be modest. 7. The industry has consistently overstated its case. 8. On one reading, the figures suggest a structural rather than cyclical problem. **B 改写(6 题)** 1. 降两档:`This policy will fail.` 2. 升一档且不加证据:`The evidence suggests that voters are losing patience.` 3. 合并成一个装置:`It could possibly be argued that there may be a case for delay.` 4. 把空泛 booster 换成有依据的强断言:`The plan is an unmitigated disaster.` 5. 加一个 caveat:`The tax will raise £4bn.` 6. 去掉免责式 hedge,改为可核验陈述:`Mistakes may have been made.` **C 输出(2 题)** 1. 量化 hedge(in most respects),4 档。 2. booster(there can be little doubt)+ 情态 can,5 档。 3. 评价性 hedge(would be rash),2 档。 4. 归属 hedge(are said to),2 档。 5. booster(nothing short of),5 档。 6. 双装置分工:may well 提概率,likely to be modest 限幅度,3 档。 7. booster(consistently)+ 强动词 overstated,5 档。 **B** 1. `It may be that this policy fails.` 或 `One could argue that this policy will fail.` 注意第二版把时态留在 will,表示"命题不变,只是归属变了"。 2. `It is likely that voters are losing patience.` 只换装置,不补证据——补了证据就是换命题。 3. `There is a case for delay.` 三个装置叠在一起等于零,删到一层反而清楚。 4. `The plan has missed all four of its own targets.` 强度靠事实密度,不靠形容词。 5. `The tax is expected to raise £4bn, though the estimate assumes no behavioural response.` caveat 要具体到假设,不能写 `though there are uncertainties`。 6. `The department made two errors and has not corrected either.` 把"可能有人犯错"改成"谁、几件、是否纠正"。 **参考段(约 110 词)** > The FT piece sits at 4: it asserts, then qualifies once. The Economist piece sits at 3, and the difference is mechanical rather than tonal — where the FT writes "will", The Economist writes "is likely to", and where the FT names an actor, The Economist attributes the claim to "officials". The strongest sentence in either piece is the FT's "Nothing short of a full inquiry will restore confidence", which closes off every alternative. The weakest is the closing line of the Economist leader, hedged three times in nineteen words, which reads less as caution than as an unwillingness to conclude.
